MINUTES OF MEETING

President Craig Stratton called the meeting to order at 6:50 pm and after a brief business meeting, the floor was turned over to this evenings speaker.

SPEAKER

Presenting at the meeting was Lou Marchuk PLS & PE, discussing TIDELANDS (NJ) and the Surveyor the awareness and research of NJ Tidelands, State, and Local regulations a surveyor must possess before beginning a survey.

Mr. Marchuk discussed The New Jersey Bureau of the Tidelands within the context of the Raritan-Hudson, Delaware North, Atlantic North, Delaware Central, Atlantic Central, and Atlantic South regions along with determination of Mean High Water and the Tidelands Claim Line, or whether a “Statement of No Interest” can be obtained for the property.

For establishing Mean High Water, Mr. Marchuk discussed: NWLON(NOAA) Primary, Secondary, & Tertiary Control stations and tying into upland Geodetic Control points; average differences in the 19-year epochs back to the 1924-42 Epoch to the present National Tidal Datum Epoch 1983-2001; along with historical and current best practices for the determination of MHW.

In addition, Mr. Marchuk reviewed grants, licenses, leases, Statements of No Interest, and Notice of Title Action (liens) contained within the New Jersey Tidelands Act.
