Treasurer’s Report

  • The society is solvent.
  • Budget is attached.

NSPS Director

  • Several Items listed in attached report made by Joe Dolan.
    • NSPS wants NJSPLS to participate in young surveyors week.
    • There is a contest to see which state can get the most boy scouts mentored for their Land Surveying merit badge.
      • New Ad-Hoc Committee created to investigate and prepare for the next BSA Jamboree
  • The society is looking to re-remove the portion Taft-Hardy law that classified all individuals working in the field on crews as a laborers for prevailing wage purposes.
  • NSPS Government Affairs Update prepared by Miller/Wenhold Capitol Strategies, LLC, attached.

Conference Committee Report

  • No positive Covid test as convention – No reports of positive tests after convention.
  • They are exploring the possibility of signing a longer term contract with Harrah’s at the 2021 prices.
  • Public relations:
    • Plaque dedication for center of population went well. Several local dignitaries and Dave Doyle were in attendance.
    • NJSPLS golf outing is coming up in September
    • League of municipalities is coming up in November – they are discussing getting a booth.

GIS/LIS Committee Report

·         There is a new Utility Task force with the goal of standardizing the utility symbology within municipal GIS systems in the state.

Education Committee Report

·         CST had 30 applicants at the convention this year, 3 for level 3, the rest split just about evenly between levels 1 & 2 and field and office.

·         About half of individuals passed outright, 6 are were close and are still in manual review.

·         Rowan at GCC has 19 students, there are 5 students at Rowan campus proper. Only 3 new students for the fall semester so far

o   Not enough students to offer the boundary law class this fall; they need a minimum of 6 new students to run that class.

Legislative Committee Report

  • There is an effort in the works to try and get surveyors on the list of entities for 811, no longer calls for “excavating”

Apprentice Committee Report

  • They are still concerned at the lack of adherence to the documentation and filing requirements.
  • Only 5-6 company out of 25 companies listed in the program have apprentices
  • Only 1 company is adhering to the documentation and filing requirements.
  • If there were to be an audit, this could be an issue.

Scholarship Foundation

  • Three 2000 dollar scholarships were awarded:
    • Megan Suter of NJIT
    • Jeff Vaccarella of University of Maine
    • David Madden of Rowan
  • There will be a ceremony at the next in person meeting in Toms River on June

SAWJ Minutes of Meeting February 10, 2022

Treasurer Richard Sapio called the meeting to order at 7:00 pm.

SPEAKER

Presenting at the meeting were Joseph T. Campoli, Esq. and Frederick T. Mahar P.E., Esq. of Thompson Becker, LLC., presenting “Protect Your Practice: Identifying, Understanding, and Guarding Against Risk”. Thompson Becker LLC is located at Ten Melrose Avenue, Suite 400, Cherry Hill, NJ 08003 and are Legal Counsel for Architects, Engineers, Surveyors, LSRPs & Construction Related Professionals.

Mr. Campoli, Esq. outlined the need for Surveyors to purchase and maintain Professional Policy Insurance, considerations when purchasing, such as “choice of council”, differentiated between Claims Made Policies and Occurrence Based Policies, as well as the importance of securing legal council, specifically knowledgeable in representing professionals when malpractice claim is brought. Mr. Campoli further explained the intricacies involved in the Affidavit of Merit Statute, Standard of Care, the Statutes of Repose/Statute of Limitations, and pre-claims while answering questions from membership.

Mr. Mahar P.E., Esq. focused the discussion on the importance of contracts within the context of the work of surveyors, reviewed the contracts that were submitted by membership, and highlighted insurance considerations needing to be consistent with the contract and the guidance that can be provided by an insurance broker in these matters. Mr. Mahar furthered spoke on the importance of establishing contracts with clients in discussing the parameters:  Scope of Services, relationship with the client, Standard of Care, and the Rights and Responsibilities of the parties involved in a contract, along with providing examples of indemnity language to avoid in contracts and the limitation of liability provisions while answering questions from membership.

Treasurer Richard Sapio held a business meeting after the presentation.

President Craig Stratton called the meeting to order at 6:50 pm and after a brief business meeting, the floor was turned over to this evenings speaker.

SPEAKER

Presenting at the meeting was Lou Marchuk PLS & PE, discussing TIDELANDS (NJ) and the Surveyor the awareness and research of NJ Tidelands, State, and Local regulations a surveyor must possess before beginning a survey.

Mr. Marchuk discussed The New Jersey Bureau of the Tidelands within the context of the Raritan-Hudson, Delaware North, Atlantic North, Delaware Central, Atlantic Central, and Atlantic South regions along with determination of Mean High Water and the Tidelands Claim Line, or whether a “Statement of No Interest” can be obtained for the property.

For establishing Mean High Water, Mr. Marchuk discussed: NWLON(NOAA) Primary, Secondary, & Tertiary Control stations and tying into upland Geodetic Control points; average differences in the 19-year epochs back to the 1924-42 Epoch to the present National Tidal Datum Epoch 1983-2001; along with historical and current best practices for the determination of MHW.

In addition, Mr. Marchuk reviewed grants, licenses, leases, Statements of No Interest, and Notice of Title Action (liens) contained within the New Jersey Tidelands Act.

Land Surveying Exempt from Shutdown Order

SAWJ Members:

Surveying Exempt from Shutdown Order

The New Jersey State Police has informed us that Governor Murphy’s Shutdown Order DOES NOT APPLY TO LAND SURVEYING.  Land surveying is viewed as part of the construction industry and is considered an essential service. 

Please continue to practice all safety procedures to include social distancing.

Past President Bill Haggerty called the meeting to order at 7:00 pm.  Mr. Haggerty introduced Craig Stratton as the new president of SAWJ and turned the meeting over to him. Mr. Stratton announced the officers for the new year. They are as follows:

The meeting was then turned over to the speaker.

SPEAKER

Lou Marchuk with Aurora and Associates was tonight’s speaker. The presentation topic was the international foot vs. the U.S. Survey foot. The conversation discussed the differences between the two units of measure and how surveyors must understand the differnece when it comes to specific projects. Any projects with a high level of accuracy or that would traverse a great distance must be consistent with the unit of measure. The presentation also discussed the NGS plan to phase out the two separate units of meausre and just have one, uniform unit for the survey community and beyond.

Mr. Marchuk discussed the differences on existing NGS datasheets for benchmarks, and how the use the data presented to help surveyors with indivisual projects.

Questions and discussions continued throughout the presentation. Mr. Marchuk concluded his presentation at 9:15.

Announcement of the elected officers from the November meeting. There are some board positions un-occupied for any members who would like to participate.

NEW BUSINESS

The next meeting of SAWJ will be Thursdday February 13. The speaker will be Bruce Blair who will be discussing “Interesting Descriptions”. If any members have any examples they would like to share with Bruce, please email them directly to Bruce or through Lou Marchuk or Craig Stratton.

The March 2020 meeting will include a presentation on drone surveying. Anyone who has any presentations, or ideas for presentations should contact Lou Marchuk to volunteer

Before closing the business meeting, the membership of SAWJ, at the direction of Rick Sapio, presented Bill Haggerty with a plaque, thanking him for his previous years of services presiding over SAWJ and filling other important roles.

Lou Marchuk announced that the website for SAWJ now has links to various agencies for deed research as well as points of contact at those clerk’s offices.

NEW BUSINESS

Rowan University is looking adjunct instructors for the Surveying degree program.  Any interested members may contact Craig Stratton for information.

Member Fred Czpegia has been admitted to the hospital for intensive care.  The membership voted to send Fred a “get well” package courtesy of SAWJ.

A New Jersey chapter of ASCE specializing in utility surveying and engineering is being formed.  Anyone interested in joining can get more information from Bill Haggerty.

Nominations were opened for officers of SAWJ for the 2020 year.  All those nominated have accepted and the membership voted.  The officers for the 2020 year are as follows:

President Bill Haggerty called the meeting to order at 7:00 pm.  Mr. Haggerty asked the membership present to go around the room and make introductions.

The floor was turned over to tonight’s speaker.

SPEAKER

The speakers tonight were Charles Adamson and Kevin Zelinsky with Remington and Vernick Engineers.  The topic tonight was the integration of surveying and GIS.

The presentation focused on the need for GIS platforms to be built on top of mapping created with sound surveying practices.  The best GIS database is only as good as the mapping at its base.  Many topics were discussed about the need for surveying in the future of GIS, and how the use of a GIS database will aid surveyors and engineers in their everyday use.

Questions from the membership were asked throughout the lecture.

The presentation was concluded at 9:30pm

President Bill Haggerty called the meeting to order at 7:00 pm.  Mr. Haggerty asked the membership present to go around the room and make introductions.

The floor was turned over to tonight’s speaker.

SPEAKER

The speaker tonight was Craig Stratton, P.L.S. with Trenton Engineering Company, Inc. The presentation was Internet Resources for Land Surveyors and Engineers.

Mr. Stratton presented numerous websites that are useful in budgeting, planning, and preparation of final plats.  Land survey information as well as data to be utilized in engineering design.

Presented also were websites designed to help surveyors research projects by searching for recorded instruments and old maps.  All in an effort to put forth an accurate final product.

Discussion was held and questions were asked throughout the presentation.  The presentation concluded at 9:00 pm.
