SAWJ Meeting-Bruce Blair

SAWJ is honored to have Bruce Blair, PLS, as our guest speaker at our May 10th meeting .Mr. Blair has over 50 years in all phases of surveying, including- cadastral, hydrographic and aerial. He will discuss the Boundary Line Commission a well as talk about forensic surveying and the responsibility of a forensic surveyor with regards to the courts. Mr. Blair will discuss the affidavit of merit and its purpose and also the activities after you are retained as an expert.
An experienced surveyor is often called upon by an attorney or a title company to opine on the merits, or lack thereof, of various surveying properties. If it is a legal issue and may result in an action at court, it is then properly referred to as a Forensic Survey. Lately most have taken this to mean an accident survey or other criminal activity where scanners and lidar and other high-tech procedures are involved. While this is often the case, it is not the basics. A forensic surveyor must be able to understand the title aspects of ownership and possession as any other surveyor. They are often called upon to position the accident or occurrence on or in front of properties so that proper liability may be determined. This usually involves reviewing material from other surveyors and either supporting or contesting their findings. In some cases it is the “policing of the profession”. Mr. Blair will discuss various cases and whether or not he has accepted them or rejected them. There are also times when you refer them to responsible surveyors due to conflicts of interest. Come prepared to ask questions but keep them civil 😊
