SAWJ Meeting Minutes August 10, 2017

 

MINUTES OF MEETING

 

Vice-President Bill Haggerty called the meeting to order at 7:08 pm.  Mr. Haggerty asked the membership present to go around the room and make introductions.  At 7:10 pm the floor was handed over to tonight’s speaker

SPEAKER

The speaker tonight was Brent A. Jones, PE, PLS, is the Global Manager, Cadastre/Land Records at Esri.

Mr. Jones’ discussion covered a wide range of topics.  He discussed the advancements in GIS that ESRI was promoting, including the ability for individuals to create their own applications using simple software.  The role of the Professional Land Surveyor in the development and promotion of GIS software was discussed.  The membership was invited to ask questions throughout the presentation.

Mr. Jones’ has shared with SAWJ multiple tools to help people use the ESRI software.  These tools have been emailed to the membership in attendance.

GIS-LIS COMMITTEE

Dawn McCall, the co-chair person for the NJSPLS GIS-LIS Committee was in attendance to discuss the committee with 7 other professionals from that committee.  GIS-LIS holds there meetings in the evenings and is open to all professionals.  They are working on a class to be held at the next NJSPLS SurvCon.  There is also plans to hold a Geospatial Family Fun Day in Union County.  For more information check with Dawn McCall and see the MAC-URISA website for meeting dates.

OLD BUSINESS

NJSPLS Awards dinner was held on June 3, 2017.  SAWJ had sponsored a table.

NEW BUSINESS

–Harold Bozarth passed out to the membership an inquiry he received via email from a person seeking employment in the surveying field.  All members were asked to give consideration if they had a position to fill.

–Lou Marchuk informed the membership of a new technology that would allow drone aircraft to submerge themselves under the surface of water and return to the air.  He mentioned that he would bring more information as it becomes available.

SAWJ August meeting will be held on Thursday, August 10 at 7pm.

 At 7:18 pm it was moved to adjourn the business meeting; seconded, and approved by voice-vote.  The meeting was turned over to tonight’s speaker, Mr. Lou Marchuk of Arora and Associates.

SPEAKER

Mr. Lou Marchuk’s presentation subject is “Grid to Ground, Scale Factors, and easy formulas for the field”.

Lou discussed the various ways that scale factors can be obtained to convert coordinates from grid systems to ground systems.  Discussions were held regarding the dangers of assuming systems, failure to note systems and their associated scale factors.

Lou presented multiple methods for determining scale factors, including those published in academic texts, as well as the use of the National Geodetic Survey data sheets.

Discussion was held and questions were asked throughout the presentation.  Lou promised to email the membership his entire presentation for their review and use.  Any member who does not get a copy may request one from SAWJ, or Mr. Marchuk.

June 8, 2017

MINUTES OF MEETING

Vice-President Bill Haggerty called the meeting to order at 7:02 pm.  Mr. Haggerty asked the membership present to go around the room and make introductions.

SPEAKER

The speaker tonight is Frank Lenik, P.L.S. of Leica Geosystems, Inc. Mr. Lenik’s topic was the New Jersey Statutes on the calibration of EDM’s and how to use the New Jersey calibration baselines.  His topic also included the surveyor’s responsibility to calibrate the EDM and how to use the forms provided through NJSPLS to record the data necessary for calibration.  Discussion was held regarding the legal reasons for calibration instruments and how the surveyor’s failure to do so could result in the work conducted be invalidated.

After the conclusion of Mr. Lenik’s presentation, Fred Czepiga, formerly of N.J. Geodetic Survey, gave a presentation on the history of the New Jersey Calibration Baselines, how they were established, and how geodetic surveyors would approach setting new calibration baselines.

The NJSPLS Awards banquet was held.  SAWJ was present with a sponsored table.

NEW BUSINESS

–The July Meeting of SAWJ will include a presentation regarding the difference between Grid coordinates and Ground coordinates.

–The August Meeting of SAWJ will include a presentation about GIS and ESRI.

–SAWJ has obtained approval from the State Board for continuing education credits for the following seminars:

“Tidelands and the Surveyor” by Lou Marchuk.  January, 2017 – 2 credits approved.

“Surveying next to PSE&G Property and PSE&G record access procedures and safety” by Michael Poploski.  April, 2017 – 2 credits approved.

–Lou Marchuk suggests re-evaluating the amount of money awarded by SAWJ for scholarship due to the rising cost of education at NJIT and other institutions.

–NJSPLS meeting is scheduled for Tuesday, March 14 at the Clarion in Toms River.  See NJSPS website for details

–Checks for dues will be distributed to the chapters for the dues.

–Nominations for yearly NJSPLS awards are ongoing.  Chapters or individuals may make nominations for the awards

OLD BUSINESS

At the January meeting, the membership discussed ways to boost attendance at the monthly meetings.  Discussions on these ideas are ongoing.

NEW BUSINESS

–Revised Elevation Certificates has been made available to download on the SAWJ website.

–NJSPLS early records project is being performed with help from NJSPLS and other chapters.  This program is for the scanning and preserving of early land records from the West Jersey Proprietors and other early accounts.  NJSPLS President-Elect Ambrose Gmeiner was in attendance and informed the membership of the status of the project.  An advisory board will meet every quarter.  Mr. Gmeiner has offered to pass along any comments made by the membership of SAWJ.

–SAWJ member John Gauntt has passed away.  SAWJ would like to dedicate a “final marker” in his honor.  The final marker is a steel monument cap that is available to purchase as a memorial to surveyors and can be positioned and logged using GPS.  The family of Mr. Gauntt and SAWJ will discuss the possibility of this endeavor.

 –Bruce Blair discussed the upcoming Surveyors Week.  The Rolling Hills Chapter of NJSPLS will be identifying and occupying points with GPS in an effort to strengthen the geoid.  He encouraged SAWJ members to do the same.  Surveyor’s week is March 19 through the 25.

–Laramie Potts of NJIT is willing to give a presentation to SAWJ regarding geodesy as long as SAWJ is willing to aid the NJIT surveying students in the annual student competition.  The membership discussed the possibility of lending financial support.

SPEAKER

Dr. Passini, of BAE, presented on Oblique Photogrammetry and its impact on the surveying industry.

Dr. Passini discussed the challenges and advantages of photogrammetry and the control regulations that photogrammetrists follow.  The discussion also covered the history of data collection through photogrammetry and where the technology is taking the industry in the future.

Dr. Passini opened the floor for questioning.

President Steve Mervine called the meeting to order at 6:54 pm.  Mr. Mervine began the meeting by asking for a motion to be made to install the following members as officers of SAWJ for the 2017 year:

The motion to install officers was made and seconded.  The motion carried by voice vote.

Mr. Mervine asked the membership present to introduce themselves and to present one idea to improve the chapter.  These ideas will not be formalized as motions at this time, but simply serve to get members thinking about the future.

The Conference will be more electronic and were are going to improve the Tech day on Friday

Public Relations

GIS/LIS Committee

NJSPLS has a boundary task force committee at NJGF.  Headed by the GIS/LIS Committee.  They have quarterly meetings in Trenton.  The last meeting of the year was Friday, December 2, 2016.

NJGF Boundary task force committee had a meeting in December and broke up into sub-groups to go over survey/GIS issues.

The GIS/LIS committee is looking to have a meeting in February or March.

 

Legislative

All legislative bills that NJSPLS is tracking are on our website.  The committee has reviewed all the bills and noted our actions for each bill.

Trying to set up a meeting with the NJ Bar Association in the spring.

 

By-Laws

NJSPLS is looking at an early bird special for paying membership dues.

 

NJSPLS Scholarship Foundation:

Charlie Bell is running the raffle again this year.  We have approval from the NJ State Gambling Commission.  Charlie will have the tickets at the conference for sale.

SPEAKER

Mr. Lou Marchuk of Aurora and Associates presentation was on NJ Tidelands and how it affects the surveyor.

 

The NJ Tidelands website has a page dedicated to “Before you build or buy”, which guides the reader through the laws as they pertain to the rights of the State of NJ in regards to tidelands claim.  This page is a resource for surveyors and other professionals who may be consulting for their clients.  The page goes into details on tidelands grants, licenses and leases.

 

Tidelands conveyance maps are available in hard copies but the lines have been digitized and included in the NJGEOWEB database available through the NJDEP.  This database provided claim lines overlaid over parcels.  Along with the claim lines, the user can also view Notice of Actions and Bulkhead Lines.

 

Mr. Marchuk opened the floor for questioning.  He plans to email to the membership attending his web resources for Tidelands.

President William Haggerty called the meeting to order at 7:09 pm.  Mr. Haggerty asked for the membership to introduce themselves, then invited the presenter to begin.

SPEAKER

The speaker tonight was Dan Martin with National Geodetic Survey.  Dan presented on the modernizing of the NSRS and the geoid slope validation survey of 2014.

The presentation discussed the history of the national horizontal and vertical reference frames.  Discussion was made regarding the updates to each frame and how this will affect the way surveyors use the reference frames in their daily use.

Mr Martin took questions throughout the presentation.  He concluded his seminary at 9:00pm.

NEW BUSINESS

NJCFM Conference is taking place at Bally’s from October 18 to October 20.  Visit www.njspls.org for more details.

NJSPLS will offer the CST Exam on October 22 at the Clarion in Toms River.

NJSPLS Annual Conference will be January 22-25.

Ambrose Gmeiner mentioned that the NJ State Archives and the NJ Geological Society have joined together in an effort to scan the records of the West Jersey Proprietors and the East Jersey Proprietors in order to have them made available to search with an online database.  Mr. Gmeiner told the membership that NJSPLS have committed a monetary support for the project and that some of the chapters have passed formal resolutions to support the state society’s support.  Lou Marchuck stated that he would be in favor of SAWJ making a similar resolution with the resolution carrying a memorandum of understanding that the records must be shared with surveyors.  The motion was made to support the state’s monetary aid with the Memorandum of Understanding.  The motion was seconded and passed by voice vote.

SAWJ Meeting Minutes 8-11-2016

President William Haggerty called the meeting to order at 7:05 pm.  Mr. Haggerty asked for the membership to introduce themselves, then invited the presenter to begin.

SPEAKER

The speakers tonight are Ed and Hannah Pagan discussing copyright issues and infringement.  Also included in the topic were surveyors and engineers clients ownership, licenses, and transfer of copyrights, etc.20160811_194029

The presentation focused on surveyors and intellectual property, discussion was made about what exactly can be copyrighted, how copyright is defined and how can our industry protect itself.

Ed and Hannah Pagan presented on the need for clear and concise contracting in our industry and how contract can protect surveyors against copyright infringement.  It must be agreed upon up front what the survey will be used for and what it should not be used for.  It is not enough to put disclaimer notes on the final plan.
